  Take a look at the properties ShowHorzScrollBar and ShowVertScrollBar

  Sorry, I just noticed that your title refers to color. Colors can only be changed when using custom styles. I'm not sure if the Delphi 7 version has good support for this.

  Sorry, but I don't recall if delphi 7 has custom styles, nor do I have it installed anymore. I would visit a delphi newsgroup to see delphi's capabilities. Alternatively, I would consider updating to a more recent version of Delphi which has very good support for custom styles.
