Moving info power, getting "Maximum Install count Reached"

I am trying to move Info Power and 1st Class for Delphi 10.1.  Its been uninstalled from original machine.  I am getting "Maximum Install count Reached" after putting in Registration Number and Validation Key.  I have sent 2 emails, and left a voice mail message, and have not heard back from you.  How do I get this resolved.
