TwwDBGrid onRowChangeEvent behaving strangely

We've moved to 10.3 recently and have a strange thing happening on a TwwDBGrid. The OnRowChanged event is fired when a row is selected - except when you select the top row from having the bottom row selected.

The event fires if you now select another row or the bottom row. If you select another row and then select the top row the event is fired. 

It's only if you select the bottom row, then the top row that the event is not fired.

Is this a known error?

  Please provide a project that demonstrates the problem.  Also as a workaround, you could use a TDataSource.OnDataChange event and when the state is dsbrowse it indicates that you have moved to a new row.
