TwwDBNavigator Buttons' position changing

Delphi 11

My DB Navigator buttons keep changing position on opening, closing and then opening forms at design time.

Can you please advise how I stop this from happening

This happens on multiple forms across many projects.

  This is still happening in Delphi 11 and now also Delphi 12
